# W-9 vs. 1099: who completes each and why

Compare taxpayer identification with payment reporting, and follow the records from a W-9 to a 1099-NEC.

**The quick answer**

A W-9 collects taxpayer identification and certification from a payee. A 1099 reports a specified payment or other reportable amount from the payer. They have different jobs; a W-9 is not an annual earnings statement.

## Different documents, different responsibilities

“1099” names a family of information returns. This comparison uses 1099-NEC as the service-compensation example. Other payment categories can require a different 1099.

## Connect identity records to payment records

A practical vendor file contains identity information, the applicable agreement and invoices, and a reconciled payment ledger. The W-9 supplies part of the identity information; it does not prove the amount paid.

Before preparing a 1099-NEC, compare the payee name and number with the vendor file, identify the selected reporting year and reconcile relevant payments. Document corrections when a vendor changes identity information.

## A form does not decide worker status

Asking for a W-9 or issuing a 1099 does not by itself turn an employee into an independent contractor. Worker classification depends on the relationship and applicable rules. Resolve classification before deciding which wage or compensation document is appropriate.

## Review the handoff before making a PDF

Keep collection, preparation, delivery and filing as separate tasks. You can have a reviewed recipient statement while still needing an agency submission. Formz does not send a W-9 to a client or file a 1099 on your behalf.

## Common questions

Does a W-9 mean I am self-employed?

No. It is an identification and certification form used in several reporting situations. The worker relationship and applicable rules determine employee or contractor status.

Do I need a W-9 to receive a 1099?

Payers commonly request W-9 information to prepare accurate reporting. A missing W-9 does not automatically remove a payer’s reporting or withholding obligations. The requester should follow the IRS instructions.
